J. Mueller reports that J. Phinney discovered a fast-moving
asteroidal object on an exposure by P. Moniot and C. Brewer on
Feb.27 with the Oschin 1.2-m Schmidt telescope in the course of
Palomar Sky Survey II. She has measured the following positions
from that and a follow-up exposure on Feb. 28:
     1989 UT             R.A. (1950) Decl.      Mag.
     Feb. 27.19444    8 26 44.36   +47 01 32.7   17

The following orbital elements, by B. G. Marsden, Center for
Astrophysics, are necessarily very uncertain, but the ephemeris may
help observers locate the object:
     T = 1989 Feb.  8.32 ET           Peri. = 144.56
     e = 0.6429                       Node  = 348.02    1950.0
     q = 1.0013 AU                    Incl. =   7.58

Further to the reports of a possible outburst in 1988 December,
mentioned in E252, Patrick Schmeer (MAG70250) e-mails that
observations by Japanese amateur astronomers do NOT confirm this.
Makoto Iida reports the following negative estimates:
