Brian Manning, Stakenbridge, reports a precise position for the
nova reported on E686:
1992 Nov 17  RA 00h40m16.3s DEC +40 58'13.3" [1950]  PPM
                00 40 16.3      +40 58 14.0          SAOC
As the residuals from using the SAOC were about 1.5" a PPM measure
was taken based on [2000] and then precessed using a program by
Paul Leyland.
