Balanutsa et. al., Moscow State University and others report on The Astronomer's Telegram 3794 that the MASTER-Tunka auto-detection system discovered an optical transient (OT) source at: RA 03h 48m 50.94s DEC +71d 42m 02.0s on 2011 Dec 1.63UT at unfiltered magnitude 16.0 (limit 19.6). The OT is seen in 3 images. There is no minor planet or any known object at this place.
