Denisenko et. al., Moscow State University and others report on 'The Astronomer's Telegram 4593' that the MASTER-Amur auto-detection system discovered an optical transient at: RA 08h 20m 49.30s DEC +64d 03' 07.6" (2000) on 2012 Nov 20.658UT. The OT unfiltered magnitude is 14.2m (limit 18.5m). The OT is seen in two images. A reference image without OT was secured on 2011 Feb 08.594UT with unfiltered magnitude limit 19.4m. The discovery and reference images are available at: http://master.sai.msu.ru/static/OT/082049.30640307.6.png There is nothing at this position in 2MASS, USNO-B1.0, GSC 2.3.2, GALEX, 1RXS and GCVS catalogs, as well as in AAVSO VSX. No previous outbursts were detected by CRTS. This area of sky is not covered by SDSS and NEAT. A faint star (magnitude B~21) is visible on blue Palomar plates at the following position (J2000.0): 08 20 49.11 +64 03 09.2 (1955-01-28), 08 20 49.28 +64 03 08.4 (1997-02-05). Comparison of 1955 and 1997 POSS plates is posted at http://master.sai.msu.ru/static/OT/J082049+640307-DSS-Blue.jpg Based on the amplitude of variability (approximately seven magnitudes) and the proper motion of the progenitor they conclude that MASTER OT J082049.30+640307.6 is a new cataclysmic variable of UGSU or UGWZ type in outburst.
