Shurpakov (Moscow State University) et. al., report on The Astronomer's Telegram 4749 that the MASTER-Kislovodsk auto-detection system recorded an Optical Transient (OT) source at: RA 23h 10m 25.12s DEC +38d 00' 37.5" on 2013 Jan 18.685UT. The OT unfiltered magnitude is 16.0m (limit 18.4m). The OT is seen on two images and there is no minor planet at this place. They have a reference image without the OT on 2012 Sept 16.864UT with an unfiltered magnitude limit of 20.0 There is nothing at this position in 2MASS, USNO-B1.0, GALEX and 1RXS catalogs, as well as in GCVS and AAVSO VSX. No previous outbursts were detected by Palomar/NEAT and CRTS. The star was in outburst on 1995 August 28 an infrared DSS plate, but at quiescence on eight other plates. It is present in GSC 2.3.2 with the coordinates 23 10 25.040 +38 00 36.65 and magnitudes jmag=22.06 (at minimum), Nmag=16.02 (outburst). Based on the amplitude of variability and presence of a previous outburst we conclude that MASTER OT J231025.12+380037.5 is a new cataclysmic variable (dwarf nova) in outburst.
