Balanutsa et. al., Moscow State University reports on The Astronomer's Telegram 4837 the MASTER-Amur auto-detection system discovery of an Optical Transient (OT) at: RA 17h 34m 32.51s DEC +43 42' 19.4" (2000) on 2013 Feb 23.785UT. The OT unfiltered magnitude is 15.9 (limiting magnitude 17.8). It is seen on two images and there is no minor planet at this position. An earlier reference image of 2012 Oct 19.418UT did not show the OT to a magnitude limit of 18.5. The object is not present in 2MASS, USNO-B1.0, GALEX, 1RXS and GCVS catalogs, as well as in AAVSO VSX. It was not visible on three Palomar/NEAT images taken on 1998 June 24. There is nothing at this position on nine digitized Palomar plates nor SDSS colour-combined image to limiting mag ~23. There are no previous detections in CRTS Data Release 2. Based on the amplitude of more than 7 magnitudes they conclude that MASTER OT J173432.51+434219.4 is a new cataclysmic variable (dwarf nova) of UGWZ or UGSU subtype in superoutburst.
