Balanutsa et. al., Moscow State University, reports on 'The Astronomer's Telegram 4938' their discovery of MASTER OT J164114.46+192840.9 using the MASTER-Kislovodsk auto-detection system. The optical transient (OT) has been found at: RA 16h 41m 14.46s DEC +19d 28' 40.9" and noted on 2013 Mar 31.013UT The unfiltered magnitude is 16.3 (limit 18.3). The OT is seen in two images. There is no minor planet at this place. A reference image of 2012 May 28.842UT with unfiltered magnitude limit 19.7 did not show the transient. The object at quiescence is identical to: SDSS J164114.49+192840.5 (u=22.11, g=22.14, r=21.70, i=21.44, z=20.91). It is present in GSC 2.3.2 with coordinates: RA 16 41 14.512 DEC +19 28 40.71 and jmag=21.66. No previous outbursts were detected on 12 Palomar plates and by CRTS. Based on the approximate amplitude of five magnitudes and blue colour they conclude it is a new cataclysmic variable in outburst.
