Podvorotny et. al., Moscow State University, report on 'The Astronomer's Telegram' 5134 their discovery of an optical transient (OT) with the MASTER-Amur auto-detection system. The object is located at: RA 19h 41m 47.00s DEC +53d 18m 47.7s and was recorded on 2013 June 15.585UT on two images. The OT unfiltered magnitude is 15.6 (limit 18.0m). They have a reference image without the OT on 2012 July 27.591UT with unfiltered magnitude limit 19.0m. This area of sky is not covered by SDSS, GALEX and CRTS and nothing is shown at this position in USNO-A2.0, USNO-B1.0, GSC, 1RXS, GCVS and AAVSO VSX. Based on the outburst amplitude being more than five magnitudes they suggest that MASTER OT J194147.00+531847.7 is a new cataclysmic variable, probably a dwarf nova of the UGSU subtype.
